Basically (and need to my interpretation here), the DOJ says real estate listings are public property and should made exclusive in anyway. The NAR, in their outdated mode of thinking, asserts that certain brokers will have certain exclusive rights specific property listings.
They go with the enquiry that proceeds from their agency or their internet site for the majority of the business that convert. When the enquiry levels are down, so could be the commission.
